Pokémon Center
You will encounter your enemy in the Pokémon center of Ecruteak
City. Don't worry, he won't fight you there. Next, you should talk
to Masaki in this Pokémon center. He will tell you that the time capsule
will be working the next day. You will then be able to use this device to
import Pokémon from the older versions. Afterwards, you can head back to
Goldenrod City and get Eevee from Bill. He lives in a house just left of
the Pokémon center in Goldenrod
City.
Getting HM3
There is a house in this city with dancers using the evolved
forms of Eevees (including the two new forms). Defeat all five out them
and then talk to the gentleman to get HM3 (surf).
Phantom badge
Challenge the gym leader for your fourth badge whenever you are
ready. They all use ghost type Pokémon here. The gym is like a
little maze and you will be sent back to the beginning if you don't walk on the
right paths. The gym leader, Matsuba, will uses a LV21 Gastly, LV21
Haunter, LV25 Genger and LV23 Haunter. The LV25 Genger is kind of a tough
one because it knows both Hypnosis and Dream Eater. After you defeated the
gym leader, you will be honored the Phantom badge which allows you to use HM3
Surf in and out of battle and makes Pokémon under LV50 to obey you. You
will also get TM30.

Item Finder
You can get an item finder by talking to the guy inside the house
between the gym and the Pokémon center. You will see that there is a book
on the table. If you read the book, you will learn about the legend of the
three legendary dogs.

The three legendary dogs
Go up to the northwest corner of the city and you will find the
Burning Tower. Once you get inside, you will have to battle your
enemy. He will be using a LV20 Haunter, LV22 Arikeitsu, LV18 Magnemite and
LV20 Zubat. In order to reach the three legendary dogs, you need to teach
TM08 to one of your Pokémon so that you can break up the rocks. If you
somehow lost the TM, go buy one at the department store in Goldenrod City.
Take a left turn once you get into the Tower, and keep going up until you reach
a funny looking rock. Smash the rock open and follow the path until you
reach the middle of the Tower. Drop to the basement through the hole and
you will see the three legendary dogs are asleep. However, they will all
wake up and flee before you can get too close to them. From now on, you
will encounter these 3 Pokémon in the wild ever now and then. Check out
our FAQ section to find tips on how to capture them. You will also find
Magmar in the basement of this Tower. Catch a couple for breeding in order
to get the pre-evolved form. After you learnt HM4 Strength, make sure you
come back here to get a TM20 at the upper right corner in the basement.
After your visit of the Burning Tower, you can head west to Route 38 to continue your
journey.
